 Explanation: See enclosed material. Recommend adoption of resolutions and pass ordinance to print 

 for the following: 

 1. Resolution certifying Addendum to EIR; 

 2. Resolution adopting CEQA Findings, approval of an Exception to General Plan 2020 Circulation Element Policy C-5 supported by a Statement of Overriding Considerations, and approval of a Mitigation Monitoring and Reporting Program; 

 3. Resolution adopting a General Plan Amendment; 

 4. Pass ordinance to print adopting a Rezoning to amend the PD 1726 Zoning District; and 

 5.  Join the KEEP IT LOCAL SAN RAFAEL coalition: 
 In opposition to the proposed Target store in East San Rafael: 
 Significant Traffic Congestion (CO2): 
 The resulting identified traffic jams and clogged arteries for the Canal Neighborhood is a significant, unavoidable impact for which there is NO mitigation available. 
 Support Local, community oriented businesses: 
 Why did we just invest Tens of Millions of Dollars to revitalize the Downtown Business District? To throw that all away for a Target? San Rafael went through a couple of lengthy and successful community "visions" that created a vibrant downtown and a remodeled Northgate Mall. These are challenging economic times why is he City considering destroying what it took so long to build? 
 More Sales Tax ? – 
 Don't be fooled, a large increase in sales tax revenue across the board is highly unlikely, more like a shift from our Local Businesses to Multinational Target that takes profit out of the county and state. 
 Promised Jobs – 
 Buyer beware, these jobs don't pay a living wage and our tax dollars are likely to be supporting employees of Target as most will be part-time and receiving housing, medical and food assistance. Are these the type of jobs that enable people to live and work in San Rafael? 
 No Community Impact Report: 
 There is a vehicle through which the City could perform the kind of comprehensive study that a projects of this magnitude demands. When this was proposed at the Planning Commission, City Staff quickly dismissed it as not being a requirement. Wow, let's take a project that requires us to sacrifice local business, live with abysmal traffic, amend our general plan, perhaps lose revenue and possibly alienate our neighboring cities and just do the bare minimum.
