General Plan Sustainability Element Goes to City Council
 
The actions called for in San Rafael's Climate Change Action Plan are being folded into the city's General Plan, along with a Greenhouse Gas Reduction Strategy, which among other things will be used in review of developments. Come show your support for strong local climate law, especially in light of sobering new GHG projections that are included in the City Hall presentations:

Zero Waste Ordinances Also Coming Up
 
Key, new City resource management (aka 'waste') actions are also slated for review and approval in the next month or so, perhaps at some of the same meetings listed above. Council needs to hear from you that you want actions that really do follow nature's lead, and treat all waste as resource. Check the City's web site above for dates, times and details.


Upcoming actions include a Zero Waste Policy Resolution and Goal, an Extended User Responsibility Policy Resolution, Commercial Recycling Ordinance, and Construction and Demolition Ordinance. These should be followed shortly by revisions to the Marin Sanitary Services franchise agreement, based in part on a new county model.

SB 790 was drawn up by Mark Leno following legislative hearings in San Rafael and elsewhere at which the late Supervisor Charles McGlashan and others detailed PG&E's abusive tactics to defeat the formation of Marin Clean Energy. The legislation would at least begin to level the playing field for future efforts to create local clean energy coalitions throughout California and beyond.
 
Key point: "This is crucial Climate Change mitigation legislation. It strengthens existing state law for Community Choice Aggregation (CCA) to foster fair competition and allow local jurisdictions to form CCAs without undue barriers and excessive burdens. It would clear the way for more renewable energy successes like Marin Clean Energy." SB 790 Information
 
Contact Senator Mark Leno to oppose AB 976
(State Capitol, Rm 5100, Sacramento, CA 94248. (916) 651-4003.) Prop 16 dirty energy tricks are back in sheep's clothing
 
Disguised as a routine clean governance measure, this attempt to cripple future CCAs passed the Assembly with flying colors. It must be stopped in the State Senate if local clean energy is to survive in California.
 
Key point: "AB 976 would make the successful launch of a CCA program virtually impossible by prohibiting timely and prudent contract procedures. It would prevent, for example, the creation of a power purchase agreement with a power supplier that would subsequently serve the power needs of the CCA when services commence. Clearly, it is not possible to begin serving customers without having a power supply agreement in place in advance. This stealth bill creates a classic Catch-22 that would defeat the intent of CCA legislation."
