The employees will no longer be government employees but will work to the French Company. The employees and their supporters are for local control of the new plant. A joint FBI/EPA government task force raided Novato Sanitary District offices in May. A federal grand jury is conducting a criminal investigation into misdeeds by the District including discharges of millions of gallons of untreated and partially treated sewage into San Pablo Bay.</SPAN></div>
