To join NAFTA, Mexico had to change its constitution to allow for
the privatization and sale of ejidos, communal property.
That was the underlying bone of contention of the Zapatistas.
That law has just been put to use in a conservation agreement to
protect some of the migratory breeding grounds of the whales.
