We could elect our own 'Shadow Congress person' (probably the same person who ran for the actual seat - in the case of CD14, Carol Brouillet) to head up the CongressWatch of that particular district. Additionally I've had in mind a while now the usefulness of calling together a coalitional group of citizens to exercise quality control over our congress people - to give them a report card on their work. In industry employees get job reviews, so I say we need to give our 'employee/representatives' job reviews. Latest among the latter to weigh in is Dan Rather, whose HDNet show tonight offers yet another theory about what went wrong: crummy paper in the punch-card ballots, which led to all those hanging you-know-whats. ''We talked to people at the company that made the ballots -- some workers, some management,'' Rather says. ''They say they were making quality punch cards for a long while and proud of it. But starting around 1999, the cards were made from what they felt was inferior paper. They raised concerns about it, but the company's management had them under pressure to get the ballots out.'' As the expression hanging chad turned into a national punch line, the workers told Rather they were ordered to destroy evidence of the poor paper. The material about the ballots is part of a larger Dan Rather Reports investigation of voting machines. It turns out that Election Systems & Software, one of the top voting machine companies in the country, has its machines assembled in a Philippines sweatshop. The $3,000 computerized machines at the heart of America's democratic system are assembled in a factory where workers earn between $2.15 and $2.50 a day, and the temperature sometimes soars above 90 degrees. This, and other surprising information, was uncovered by producers of Dan Rather Reports for an hour-long special that broadcasts tomorrow night on HD Net at 8pm ET and again at 11pm ET (and several other dates and times after this). Although an HDNet spokeswoman had planned to send me the entire show today, she was only able to provide me with a 12-minute clip so far. But judging by that small preview, the show will be worth watching. According to the program, ES&S contracts the production of its voting machines to two companies. The touch-screens themselves are made in the U.S. by Minnesota-based Bergquist before they're sent to Manila to be assembled with other parts made in Taiwan and Mainland China at Teletech (above and below right), a sweatshop factory that is connected to Pivot International. The latter is a contract engineering firm based in Kansas that is controlled by the Ching family, a Filipino family with "strong connections in top political circles" that has been investigated for suspect business practices and possible tax evasion, Rather reports. Filipino workers in the Teletech sweatshop told Rather's producers that they rushed production of the ES&S machines to meet quotas and that the only testing they conducted on machines was a "vibration" test ? which involved shaking the machines by hand (presumably to determine if there were any loose parts inside). Even then, only a fraction of the machines underwent this crude test. Rather's producers also spoke with an American manufacturing expert who was hired by Pivot to manage the Manila factory. The expert told Rather that the touch-screens caused numerous problems and that in 2001 they were rejecting 30-40 percent of the screens that arrived from Bergquist. Anyone who has been reading the e-voting posts here will know that ES&S machines are at the heart of a 2006 election dispute in Sarasota, Florida, where some 18,000 ballots cast on the company's touch-screen voting machines showed no vote cast in a congressional race. A memo sent by ES&S to Florida election officials three months before last November's election disclosed that the company was aware of problems with some of its touch-screen machines not responding to touch. In a story published earlier this year I disclosed that Sarasota officials failed to post a sign at the polls warning voters that they might have to press the machines for several seconds to register their selections. I also examined incident reports filed by poll workers on Election Day showing that numerous voters reported having problems getting the machines to register their selection. Ess_calibration_problem Rather's report picks up on some of this previously reported information and reveals new information about the machines -- such as the fact that election administrators in Lee County, Florida, had such serious calibration problems with their ES&S touch screens in 2003 that they sent 1,800 machines back to ES&S for replacement. When testers touched one candidate on the screen, the machines registered a vote for a different candidate (see image at right for demonstration of problem). The $610 billion total covers all war-related appropriations from FY2001 through the May 25, 2007 enactment of the FY2007 Supplemental (H.R. 2206/P.L.110-28) including funds in both supplementals and regular appropriations acts for DOD, State Department/AID, and VA Medical costs. For FY2007, funds for Iraq and Afghanistan were appropriated in the FY2007 Supplemental, DOD's FY2007 Appropriations (H.R. 5631/P.L.109-289), and the Year-Long Continuing Resolution (H.J.Res 20/P.L.110-5). Of the $610 billion appropriated thus far, CRS estimates that Iraq will receive about $450 billion (74%), OEF about $127 billion (21%), and enhanced base security about $28 billion (5%), with about $5 billion that CRS cannot allocate (1%). Of this total funding, 93% of the funds is for DOD, 7% for foreign aid programs and embassy operations, and less than 1% for medical care for veterans. In February 2007, the Congressional Budget Office estimated that war costs for the next 10 years might total about $472 billion if troop levels fell to 30,000 by 2010, or $919 billion if troop levels fell to 75,000 by about 2013. Under such assumptions and adjusting for the FY2007 Supplemental, total funding for Iraq, Afghanistan and the GWOT could reach from about $1 trillion to $1.45 trillion by 2017. For DOD, war appropriations rose steeply in FY2007. DOD received $165.8 billion for war costs in FY2007 - about 40% more than the previous year. In FY2007, the State Department will receive about $6.3. billion for Iraq and Afghanistan for foreign and diplomatic operations, and VA medical costs for OIF/OEF veterans will be about $1 billion, according to CRS estimates. For FY2008, the Administration has requested $141.7 billion for DOD's war costs, $4.6 billion for foreign and diplomatic operations, and about $800 million for VA medical costs. If Congress approves these requests, total funding for Iraq and the Global War on Terror would reach about $758 billion, including about $567 billion for Iraq, $157 billion for Afghanistan, $29 billion for enhanced security, and $5 billion unallocated. When her case was publicized in the newspapers, hundreds of people contacted her reporting that they were also experiencing the same skin, respiratory and digestive irritations. Many of them decided to avoid the chloraminated tap water, substituting non chloraminated sources such as bottled spring water and they also found their symptoms completely cleared up. Denise and some of the other people who had been affected by chloramine formed Citizens Concerned About chloramine (CCAC). Denise began to do research into the health effects of chloramine and found that no studies on the skin, respiratory or digestive (including food exposure) effects of chloramine have ever been done. There was evidence that at higher dosage levels, chloramine can cause skin irritations, digestive inflammation and severe respiratory distress. Even fatal reactions from pulmonary edema had been reported. Denise has also found evidence that chloramine leaches lead out of pipes, brass faucets and the solder connecting them when it comes into contact with such. Other research has proven that chlorine is a far better disinfectant than chloramine. Because of these factors, the states of CT, DE, ID, MT, NV, NJ, RI, TN, UT, and WV have chosen not to switch to chloramine from chlorine for their public water supplies. CCAC is now working with our legislators to get the skin, respiratory, and digestive studies on chloramine done. CCAC is also working with our Federal Legislators like Anna Eshoo to get an EPA waiver to return to the use of the use of chlorine as our disinfectant until the health studies on chloramine are completed. In order to guard against abuse by the executive branch, Congress was charged with oversight responsibility to investigate possible transgressions by the president. President Bush's legally frivolous use of executive privilege has thwarted Congress' ability to carry out this vital function, a task that must be performed if this country is to be considered the constitutional democracy contemplated by the framers of our Constitution. Instead of cooperating with Congress, Bush has chosen to mimic a monarch or a tyrant whose decisions prevail without public debate because they are made in and kept secret. Bush's self-serving assertions of executive privilege only serve to conceal his administration's wrongdoing in a host of areas. Never in the history of this republic has an administration stonewalled like this or has the Constitution been so corrupted. Last week, we learned more about the administration's latest violation of the rule of the law (the Foreign Intelligence Surveillance Act) in its eavesdropping program. We are only faintly aware that this administration has kidnapped and dragooned by torture the citizens of many nations in hidden dungeons spread throughout the world. The rational segment of our body politic has rightly concluded that Bush and his neo-con cronies misled the nation into war, one of the most egregious offenses an executive officer can perpetrate, which is clearly impeachable. He has attempted to create a fascist state under Republican rule by invading the province of prosecutorial discretion and by politicizing the Justice Department, by committing numerous violations of the Hatch Act, which forbids governmental personnel from spending time or using governmental resources for partisan political purposes, and by stacking the Federal Communication Commission with people who have tried to narrow the number of owners of radio and television stations in order to limit the range of our political discourse. His invitation to destroy the high wall separating church and state through funding of the activities of Christian groups and by pandering to religious zealots in defiance of court rulings during the disgraceful Terri Schiavo debacle debased various clauses of the First Amendment. His employment of signing statements have clearly invaded Congress' exclusive power to legislate. His denial of incarcerated individuals' traditional access to the courts and the services of lawyers was in derogation of due process of law and the right to counsel under the Fifth and Sixth Amendments. In combination, these actions provide more than sufficient grounds for impeachment. There are probably many more grounds for impeachment that the process would reveal. House Speaker Nancy Pelosi long ago declared that impeachment was off the table, claiming that it would provoke a traumatizing national ordeal that would only divert Congress from performing its many vital functions that serve the public good. However, when Pelosi and her legislative colleagues took their oath of office, the highest obligation they swore to undertake was to protect and defend the Constitution of the United States. There is no greater task that Pelosi and other legislators will ever be called on to perform than to redeem this country's heritage as a constitutional democracy from its current crippled state. I call on her and all other legislators who consider themselves patriots, regardless of party affiliation, to stand up and fulfill their highest duty by impeaching this president for the many high crimes and misdemeanors he has committed. Throw in the arrogantly secretive Vice President Dick Cheney for good measure, as he was probably the architect of many of these assaults against our form of constitutional democracy. To do otherwise is to sacrifice the very core of our identity as a nation for sheer political expediency.
