The report from the Senate Armed Services Committee was unanimous,
with no dissent from any of the 12 Republicans on the Committee.
Senator Carl Levin said he hoped the new administration "would look for
ways, where appropriate, to hold people accountable."

The NYT ran an editorial on the report, saying Bush officials "issued legally
and morally bankrupt documents to justify
their actions, starting with a
presidential order saying that the
Geneva Conventions did not apply to
prisoners of the 'war on terror'” and saying "A prosecutor should be
appointed to consider criminal charges against
top officials at the Pentagon
and others involved in planning the
abuse."
