Let me suggest looking at the writings of Roger Gray, a long time 
Commissioner in Pasadena, CA.

This one is aimed directly at answering your question by someone who as 
been there.  One think unique in what Roger has done is to mentor 
another, younger Green to take his place as he has hopped from 
Commission to Commission.
