It is not new.  In Maldonado's first State Senate race, a local Rep 
central committee co-chair, posed as a Green Party official and paid the 
filing fees for a man named Brook Madsen to run as a Green.  Madsen 
figured it out, went public and denounced the scheme, endorsed the 
Democratic Candidate, but still polled 4.5%   Not enough to have made a 
difference.  There were no penalties for the instigator and he continued 
to be the co-chair of the Monterey County Democratic Party.
