In the last few days I read a notice in the spanish language
paper LA Opinion that the mayor of Los Angeles has openly
stated he does not want to treat the protestors harshly and is
looking for ways to accomplish this.

In today's edition of  LA Opinionthere is an article

A diferencia de los ocupantes del City Hall de Los Ángeles, a los
"indignados" del Valle de San Fernando les aplicaría la ordenanza
municipal que prohíbe permanecer en un parque o en cualquier
propiedad pública después de las 10:30 de la noche.

that reports that Van Nuys is enforcing there curfew in contrast
to LA which is not doing that.

So, LA is trying to get along with the protestors.
