Who is th list nanny (aka list moderator) for the county council's
email list?
We have had a couple of messages fail with the following explanation

Your mail to 'Sclara-cc' with the subject  gpscc web site
Is being held until the list moderator can review it for approval.
The reason it is being held:    Too many recipients to the message

Either the message will get posted to the list, or you will receive
notification of the moderator's decision.  If you would like to cancel
