I count 19. But the goal is to get more states than than the absolute bare minimum like about 23 so as to lessen the risk of being disqualified.  Also though every $ up to $250 will be matched from whatever state, so it's all valuable.

President Obama is sending out similar last minute appeals before the deadline and I doubt his campaign is stopping at 20 states.  ;-)
