In the days leading up to the Kuwait War, the Russians were trying to broker a
settlement, and Colin Powell was assigned to expedite the prosecution of the 
war quick before the Russians succeeded.  (President GHWB badly wanted a
war to lessen his perceived "wimp factor", and Ambassador April Glaspie had
implicitly given Saddam a green light for his invasion, telling him that we had
no interest in his border disputes.)  

In the spring of 2001, before 9/11, Taliban tried to turn over Osama bin Laden
to the USA and the Saudis, and they refused the offer.

After 9/11, the Taliban offered three times to turn over Osama bin Laden.  The 
first time, Taliban said they would turn him over if the USA provided proof that he 
was guilty.  The second time they offered to send him to a neutral country for 
trial.  The third time was after the bombing had started, and then the offer was
unconditional.  The USA refused every time.

I can look up the sources for all if this, if anybody doubts any of it.  One of the 
reports of the Taliban offers comes solely from John Pilger, so that's the shakiest
point of the lot.

I just now heard about this on RT.com: Kerry made an insincere offer to allow the Syrians to turn over their chemical weapons to the UN within one week from now.  If this happened, there would be no US strike on Syria. The Russians and the Syrians have accepted the offer and are taking this possibility seriously. Unfortunately, the US admin is not taking it seriously.  A link to the report from CNN is pasted below.
