I don't know, and I was not involved in any state discussions of this, but I personally have reservations about it because it involves an enormous shift of costs from the state to local governments.

Subject: [GPSCC-chat] Fwd: Vote Yes on Proposition 42 with LWV and Common Cause?

The email below claims that Common Cause, the League of Women Voters have endorsed Prop 42. Our Standing General Assembly voted to oppose it.

          Can someone explain the discrepancy?

          Thanks,
          Spencer Graves

 Spencer,

As California approaches the June 3rd Primary Election, the California Forward Action Fund urges you to vote Yes on Proposition 42 to protect citizens' access to public meetings and records. By voting Yes on Proposition 42, you can protect your community's right to inspect public records and attend public meetings ensuring taxpayers know what local governments are doing with your money.

Proposition 42 is supported by a broad coalition of good government groups and other trusted organizations. Proposition 42 has been endorsed by the League of Women Voters of California, Common Cause, teachers, nurses, and firefighter organizations, taxpayer advocates, and newspaper editorial boards across the state.

Please join the California Forward Action Fund in voting Yes on Proposition 42 to ensure public access is a core responsibility of government at every level.
