 daily city and county governments are struggling to balance the 
positive benefits (tax and fee revenues, jobs, etc.) associated with the
 production of oil and gas within their jurisdiction with possible 
negative effects on the health and safety of their citizens (threats to 
water supplies, health threats, etc.).  Vast supplies of much needed oil
 and gas from Shale formations are being developed and enhanced by the 
techniques of horizontal drilling and hydraulic fracturing.  A 
hypothetical town meeting will be held wherein an oil company is asking 
for permission to drill and hydrofrac several oil and gas wells within 
the city limits.  Students will portray members of the City Council of 
West, Colorado, county officials, executives and technical 
representatives of the oil company,  regulatory officials,  trade 
associations, representatives of the environmental community, local 
business persons and local landowners.   The Seminar is being 
co-sponsored by the Department of Energy Resources Engineering, The 
Stanford Energy Club, and the GSB Energy Club. Members of the Stanford 
Community and the public are invited to attend.  Students will be asked 
to prepare a role for a specific participant, attend an introductory 
session on February 4, participate in the Town Hall, and write a short
