Unfortunately this communication is going out later than we'd like, with only slightly more than two weeks until the April 8 deadline. Since the Delegate Selection Committee feels that it can do its job in 30 days, it will be asking the Coordinating Committee for a by-laws interpretation to be approved by the General Assembly to extend the deadline to May 8. However please make every effort to get your application in by April 8, as we don't know if an extension will be granted. ____________________________________ Donate to the GPCA (we don't take corporate donations and are funded by people like you) _cagreens.nationbuilder.com/donate_ (https://cagreens.nationbuilder.com/donate?e=8fdbf7962e2987a39094a91c79c7deadf5334427&utm_source=cagreens&utm_medium =email&utm_campaign=ccvac10_14&n=6&test_email=1&e=36cda03183465ede269f50abcf 50ec4c8d53bf91&utm_source=cagreens&utm_medium=email&utm_campaign=delegate4pn c166&n=8) Stay connected with the Green Party of California (and spread the message via social media) On Twitter: _www.twitter.com/gpca_ (https://cagreens.nationbuilder.com/r?u=http://www.twitter.com/gpca&e=8fdbf7962e2987a39094a91c79c7deadf533 4427&utm_source=cagreens&utm_medium=email&utm_campaign=ccvac10_14&n=7&test_email=1&e=36 cda03183465ede269f50abcf50ec4c8d53bf91&utm_source=cagreens&utm_medium=email& utm_campaign=delegate4pnc166&n=9) On Facebook: _www.facebook.com/cagreens_ (https://cagreens.nationbuilder.com/r?u=http://www.facebook.com/cagreens&e=8fdbf7962e2987a39094a91c79c7deadf53 34427&utm_source=cagreens&utm_medium=email&utm_campaign=ccvac10_14&n=8&test_ email=1&e=36cda03183465ede269f50abcf50ec4c8d53bf91&utm_source=cagreens&utm_m edium=email&utm_campaign=delegate4pnc166&n=10) and _www.facebook.com/groups/8071416222_ (https://cagreens.nationbuilder.com/r?u=http://www.facebook.com/groups/8071416222&e=8fdbf7962e2987a39094a91c79c7deadf5334427&utm_source=ca greens&utm_medium=email&utm_campaign=ccvac10_14&n=9&test_email=1&e=36cda0318 3465ede269f50abcf50ec4c8d53bf91&utm_source=cagreens&utm_medium=email&utm_cam paign=delegate4pnc166&n=11) (https://cagreens.nationbuilder.com/r?u=http://lists.cagreens.org/mailman/listinfo/gplac-forum&e=8fdbf7962e2987a39094a91c79c7deadf5334427&utm_source=ca greens&utm_medium=email&utm_campaign=ccvac10_14&n=10&test_email=1&e=36cda031 83465ede269f50abcf50ec4c8d53bf91&utm_source=cagreens&utm_medium=email&utm_ca mpaign=delegate4pnc166&n=12) State Party email forum: _lists.cagreens.org/mailman/listinfo/gpca-forum _ (https://cagreens.nationbuilder.com/r?u=http://lists.cagreens.org/mailman/listinfo/gpca-forum&e=8fdbf7962e2987a39094a91c79c7deadf5334427&utm_source=ca greens&utm_medium=email&utm_campaign=ccvac10_14&n=11&test_email=1&e=36cda031 83465ede269f50abcf50ec4c8d53bf91&utm_source=cagreens&utm_medium=email&utm_ca mpaign=delegate4pnc166&n=13) GPCA general contact: _gpca at cagreens.org_ (mailto:gpca at cagreens.org) ? 916-448-3437 Volunteer with the GPCA _cagreens.nationbuilder.com/volunteerdetail_ (http://cagreens.nationbuilder.com/volunteerdetail?e=8fdbf7962e2987a39094a91c79c7deadf5334427&utm_source=ca greens&utm_medium=email&utm_campaign=ccvac10_14&n=12&test_email=1&e=36cda031 83465ede269f50abcf50ec4c8d53bf91&utm_source=cagreens&utm_medium=email&utm_ca mpaign=delegate4pnc166&n=14) Register Green on-line (share this with your friends and interested others) _http://registertovote.ca.gov/_ (https://cagreens.nationbuilder.com/r?u=http://registertovote.ca.gov/&e=8fdbf7962e2987a39094a91c79c7deadf5334427&utm_sou rce=cagreens&utm_medium=email&utm_campaign=ccvac10_14&n=13&test_email=1&e=36 cda03183465ede269f50abcf50ec4c8d53bf91&utm_source=cagreens&utm_medium=email& utm_campaign=delegate4pnc166&n=15) -=-=- Green Party of California ? It will take place in both Los Banos and San Jose. This is from the San Luis Delta Mendota Water Authority notice: > NOTICE IS HEREBY GIVEN that the regular April SAN LUIS & DELTA-MENDOTA > WATER AUTHORITY BOARD OF DIRECTORS meeting is scheduled for Thursday, > April > 7, 2016, at 10:00 a.m. The meeting will be held at two locations: > ? The Water Authority?s Boardroom, 842 Sixth Street, Los Banos, > California, and > ? Santa Clara Valley Water District?s Boardroom, 5700 Almaden > Expressway, San > Jose, California. This is not on the published agenda for our Water District. So, I called the Water District and spoke to the clerk of the Board. She indicated that this is not an official Water District Board Meeting, but rather a meeting of the San Luis Delta Mendota Water Authority. However, Directors of our Water District are on the Board of the San Luis Delta Mendota Water Authority. It is not clear to what extent this is a public meeting. All together, this is beginning to smell like a back room deal with our money as rate payers. To my mind, this looks like a way to pull our Water District deeper into the machinations of the San Luis Delta Mendota Water Authority's financial problems, caused by the recent down grading of their credit worthiness and the fine levied on their principal customer, Westlands Irrigation District, but the SEC. It should be protested in the most firm manner possible. There are two ways to do this. One, we could show up at the water district's boardroom to attend the San Luis Delta Mendota Water Authority meeting. I would not put it past the Water Authority to hold the meeting here in order to discourage public participation that would happen in Los Banos. The other would be to send emails to the Water District Board of Directors letting them know that we will not tolerate our directors making behind the scenes deals. The email address for this is: Board at valleywater.org Major points to be made are as follows: All decisions by the Board need to be made in as transparent a manner as possible. There should be no back room deal with the Water Authority. The ongoing work for the "California Water Fix" will not add to the water supply for CA and is not the most reasonable manner to ensure that the current infrastructure continues to operate. The fact that both the Westlands Water District and the San Luis Delta Mendota Water Authority have had their credit ratings downgraded due to creative accounting is yet another warning flag that the rate payers of Santa Clara Valley could be put in the position of spending addition $ Millions in order to prop up a project that is on very risky financial footing. -- "Anytime you have an opportunity to make things better and you don't, then you are wasting your time on this Earth" - /Roberto Clemente/ -------------- next part -------------- An HTML attachment was scrubbed... Is this email not displaying correctly? View it in your browser . Dear Wesley, Thank you for your continued support with letters and phone calls. Many of you have also helped recently with contributions. We are grateful! *We have learned that there will be a joint workshop between Santa Clara Valley Water District and members of the San Luis Delta Mendota Water Authority, _next Thursday in San Jose at 11:30 a.m on April 7_. Address: Santa Clara Valley Water District?s Boardroom, 5700 Almaden Expressway, San Jose, California /(The information on this meeting is not available at SCVWD's website yet, but there will be a public meeting at this location and we will also be there!)/* As stated by Wes Rolley, "To my mind, this looks like a way to pull our Water District [Santa Clara Valley Water District] deeper into the machinations of the San Luis Delta Mendota Water Authority's financial problems, caused by the recent down grading of their credit worthiness and the fine levied on their principal customer, Westlands Irrigation District, by the SEC. It should be protested in the most firm manner possible." San Luis and Westlands are the Central Valley Project contractors who claim to be contributing 40% to the costs of building the Delta tunnels project. Restore the Delta has serious concerns that they cannot afford their share of their project. We believe it is important for Santa Clara Valley water rate payers to show up for this meeting to listen to how SCVWD is moving forward with planning. Are they representing your best interests? Are they moving forward with participating in the Delta tunnels plan to the detriment of the Delta and SCVWD rate payers? *Also, if you have not already, please send an e-mail to SCVWD Board at valleywater.org and tell them:* Dear Santa Clara Valley Water District Board Members, First off, I would like to express my appreciation that the Board recognizes that it should consult with ratepayers regarding parcel taxes for financing the Delta tunnels project. You are off to a good start. The Howard Jarvis Taxpayers Association, however, recently said in the /San Jose Mercury News/ that raising property taxes for Delta Tunnels would violate Proposition 13 and could lead to lawsuits. As a water ratepayer and property taxpayer, I do not want to pay money for a project that will not create additional water supply, but mostly benefit corporate agriculture in the southwestern San Joaquin Valley. In addition, as Westlands and San Luis Delta-Mendota Water Authority have recently been placed on negative credit watch after being fined by the SEC for engaging in a little Enron accounting, it is clear that these agencies cannot be counted on to contribute a 40% capital share toward the tunnels. The Delta Tunnels would violate not only our federal and state standards of environmental and social justice law, but California tax law. As part of the Bay-Delta region, it makes sense for SCVWD to align itself with other Bay-Delta communities to protect the long-term health of the SF Bay-Delta estuary. Please vote no against continued CA WaterFix/Delta Tunnels support. Save the Bay-Delta estuary for our children and future generations. /Thank you for your support Wesley! There is now a new reason to be concerned about water rates and the cost of water to our city. Basically, our water is procured from the Santa Clara Valley Water District, whether directly from Anderson Lake system or provided by ground water recharge. Some of that water comes from San Luis reservoir operated by the San Luis Delta Mendota Water Authority. Our Water District has 2 Directors on the Water Authority's board. Thursday, at 10:00 AM, the San Luis Delta Mendota water Authority board will hold a meeting at the Water District's headquarters in San Jose. At the conclusion of the public agenda for that meeting, they will go into closed session and, among other items, discuss the Delta Tunnels. The major user of Water Authority water is the Westlands Irrigation District. Westlands has recently been fined by the SEC for using "Enron style accounting" to shore up their bond ratings. It seems pretty clear that the Water Authority is trying to get urban rate payers to pay a larger percentage of the cost of the tunnel project, even though that project will not add one drop of water to our reserves. But, the cost will end up being passed on to the Water District, to our communities and to us as ratepayers. We should all be following this closely and letting OUR Water District know that this is not the way to do business, in closed sessions where they figure out how to keep from being sued, which the Howard Javis Taxpayer Assn. has threatened to do. If so, what do they think of all tsystem. his? The Santa Clara Valley Water District does have it's own board. Two of those board members are also board district for the San Luis Delta Mendota Water Authority. One of the sources of water for us is a underground conduit from San Luis Reservoir into the Santa Clara Valley. Still, the district directors were divided, but one of the issues in firing the executive was that he was too enthusiastic about the tunnels project. I know that D. Kennedy, my director, was skeptical. But since he got so sick (fatal) he was replaced by ex-Morgan Hill Mayor, John Varela whom I never liked. Gets too enthralled with big project and big plans. > > I remember an earlier email from you about Weistlands > Irrigation District. It's a bit surprising that they > have that much influence. Add to the fact that they have a close relationship to Paramount Farms (Wonderful Pistachios, Pom Wonderful watered down juice, Fiji Water, Halos Mandarin Oranges) and that the owner of Paramount Farms is a good buddy to Mr. Blum, a.k.a. Mr. Diane Feinstein. Then they are willing to spend a lot of money on lobbying and also on public relations companies. Also, they sponsor an Astroturf organization called the California Latino Water Coalition (http://www.latinowater.com/index.htm) Water District Director Tony Estremera is also on that board as well. Yes, they play the political game very skillfully. > > > I'm sure you are right about where Santa Clara County gets > its water, but just in case you aren't aware of it, Palo > Alto gets it's water elsewhere (via SFPUC): > http://www.cityofpaloalto.org/gov/depts/utl/residents/resources/water_resources/default.asp > > > Water is a basic necessity. As indicated below, the deadline to apply has been extended to May 8th. If you want to be an unallocated delegate, you need to submit your application to the GPSCC County Council (via this list or to Jim, Sandy, Caroline and Warner) a specific candidate, you need to contact that candidate and copy the GPCA (see instructions below). The convention will be held Saturday August 6, 2016 in Houston, TX _www.gp.org/pnc-2016_ (https://cagreens.nationbuilder.com/r?u=http://www.gp.org/pnc-2016&e=36cda03183465ed e269f50abcf50ec4c8d53bf91&utm_source=cagreens&utm_medium=email&utm_campaign= delegate4pnc16m&n=2) . Please distribute this information to other Greens in your county The Green Party of California (GPCA) is alloted 63 delegates out of 400 at the GPUS Convention. Any GPCA member can apply to be delegates to the GPUS Presidential Nominating Convention (PNC). If you are applying through your county, send your application to your County Council with no favored candidate designation, and make sure your County Council knows to submit it authorization for you to the Delegate Section Committee by May 8, to _applications at cagreens.org_ (mailto:applications at cagreens.org) . On your application, include your name, address, phone, and email. If you are selected, you will also need to submit your year of birth. The candidate delegate slates and the county delegate slates will be submitted to the GPCA's Delegate Selection Committee. That committee will work with the lists as proscribed in the _GPCA Delegate Selection Procedure_ (https://cagreens.nationbuilder.com/r?u=http://www.cagreens.org/rules#Article_II _Policies_and_Procedures_for_Selection_and_Conduct_of_GPCA_Delegates_to_the_ GPUS_Presidential_Nominating_Convention&e=36cda03183465ede269f50abcf50ec4c8d 53bf91&utm_source=cagreens&utm_medium=email&utm_campaign=delegate4pnc16m&n=4 ) . After the June 7, California Presidential Primary, the committee will intensify their work, _selecting delegations proportionally to the results of the Primary election votes_ (https://cagreens.nationbuilder.com/r?u=http://www.cagreens.org/rules#Section_2-2_Delegate_Allotments&e=36cda03183465ede2 69f50abcf50ec4c8d53bf91&utm_source=cagreens&utm_medium=email&utm_campaign=de legate4pnc16m&n=5) . Because the GPUS Presidential Nominating Convention occurs less than two months after the California primary, the Delegate Selection Committee will notify delegates promptly of their selection, and you will need to be prepared to decide to accept the position. If you elect to attend the convention as a delegation, you will need to register immediately at that time. You can also register now if you choose _www.gp.org/pnc_2016_registration_ (https://cagreens.nationbuilder.com/r?u=http://www.gp.org/pnc_2016_registration&e= 36cda03183465ede269f50abcf50ec4c8d53bf91&utm_source=cagreens&utm_medium=emai l&utm_campaign=delegate4pnc16m&n=6) .
