 I'm the President of the Board of Carbon Free Mountain View, a grassroots 
group that's been working for the last 3 years to get Santa Clara County 
and its cities to form a Joint Powers Authority and offer Community Choice 
Energy to residents and businesses.  This would be very similar to Marin 
Clean Energy and Sonoma Clean Power in the North Bay.
  
 Things are going very well with our efforts.  Three cities have already 
voted to join the new Silicon Valley Community Choice Energy Authority and 
8 more cities, plus the County Board of Supervisors, will be voting in the 
next 3 months to join or not.  (Palo Alto and Santa Clara are not involved 
because they already have their own municipal utilities; San Jose is 
considering starting its own CCE, but is on a slower track than the rest of 
the county's cities; and Milpitas is not doing anything at this time.)
  
 So, I have two questions:
 1) Has the local GP endorsed the Santa Clara County CCE efforts yet?
 2) If not, what would need to happen to secure an endorsement?
  
 Additionally, do you think you could help facilitate:
 1) An informational meeting this month or early next month where someone 
from CFMV would talk to GP members about CCE
 2) Using your mailing list once or twice in the next 2 months to encourage 
GP members to attend upcoming city council meetings to speak in favor of 
CCE.

Folks!  This is a reminder that we are in the signature  gathering period 
for candidates for Green Party of Santa Clara County  Council.  We have 
volunteers for three of the seven positions:   myself; Caroline Yacoub; and Sandy 
Perry.
 
On Wednesday I went to the Registrar of Voters office (Oakland  Road and 
Berger Road in San Jose) and "pulled my papers" to receive my petition  form.  
GPSCC county council candidates need to collect a minimum of 20  signatures 
from GPSCC registered voters.  If you are going to be in the  vicinity of 
Japantown or downtown San Jose, please let me know so we can make an  
appointment for you to stop by my house to sign my petition.
 
When I was at the RoV, I also picked up 50 of the current  voter 
registration forms.  If you have moved since you last voted, you need  to file an 
updated voter registration form, since signatures will be checked for  what the 
RoV has as each signer's current address as part of certifying each  
signature.

RESOLUTION  ESTABLISHING AS A POSITION OF THE GREEN PARTY OF SANTA CLARA 
COUNTY THAT 1) ONLY  HUMAN BEINGS HAVE CONSTITUTIONAL RIGHTS, 2) MONEY IS NOT 
SPEECH, AND 3) WE CALL  FOR A CONSTITUTIONAL AMENDMENT TO ESTABLISH THAT 
POSITION. 

WHEREAS,  the people's right to free speech and fair elections are 
essential to democracy  and effective self-governance; however, U.S. Supreme Court 
decisions have  granted multi-billion dollar corporations and other 
artificial entities the same  rights as natural persons to unrestricted spending on 
political speech, thus  severely restricting the ability of federal, state 
and local governments to  enact reasonable campaign finance reforms and 
regulations regarding corporate  political activity; and

WHEREAS, the United States Constitution and the  Bill of Rights are 
intended to protect the rights of human beings ? not  artificial entities such as 
corporations which have special advantages not  enjoyed by human beings plus 
the many traditional and necessary rights and  powers provided for by state 
law, and usually put profits for shareholders ahead  of concerns for the 
greater good of society ? but the U.S. Supreme Court  decisions extending 
constitutional rights to corporations have resulted in  increasing domination by 
these powerful entities and a corresponding loss of  rights for people; and

WHEREAS, sixteen states and more than 550 local  governments throughout our 
country have passed resolutions or ballot initiatives  calling for a 
constitutional amendment establishing that corporations should not  have 
constitutional rights and money does not equal speech, and the people of  the United 
States have previously used the constitutional amendment process to  correct 
decisions of the U.S. Supreme Court that are widely deemed to be  
egregious, wrongly decided or significantly out-of-step with the prevailing  values 
of the populace;

NOW, THEREFORE, BE IT RESOLVED that it is the  position of the GREEN PARTY 
OF SANTA CLARA COUNTY that A CONSTITUTIONAL  AMENDMENT IS NEEDED TO 
ESTABLISH THAT  
    1.  The rights  protected by the Constitution of the United States are 
the rights of natural  persons only, and that artificial entities, such as 
corporations, limited  liability companies, and other entities, established 
by the laws of any State,  the United States, or any foreign state shall have 
no rights under this  Constitution and are subject to regulation by the 
People, through Federal,  State, or local law. 
    1.  Federal, State and  local government shall have the right to 
regulate, limit, or prohibit  contributions and expenditures, including a candidate
?s own contributions and  expenditures, for the purpose of influencing in 
any way the election of any  candidate for public office or any ballot 
measure, and shall require that any  permissible contributions and expenditures be 
publicly  disclosed.
BE IT  FURTHER RESOLVED that the GREEN PARTY OF SANTA CLARA COUNTY calls on 
other  organizations and associations to join with us in this action by 
passing a  similar Resolution.

The Green Party of Santa Clara County is at an importantturning point. Many of the ?old guard? of the local Green Party have for variousreasons moved on ? health, age, housing or economic issues, etc. Only the fewand the proud half-dozen of us have continued to attend the monthly businessmeeting.
And yet the prospects and possibilities for development ofthe local Green Party have never been better. We have an ongoing, active GreenParty Club at De Anza College. As we enter another presidential election year,progressives everywhere are looking for an electoral alternative. Thegroundswell around the Sanders campaign will be looking for a new party when(if history is any guide) the Democratic Establishment rejects him. 
Right now the local Green Party urgently needs volunteers torun for our County Committee, as well as a volunteer to serve as the localparty treasurer. After years of faithful service, Green stalwart Jim Doyle isretiring this month. The treasurer job is not overly time-consuming ordifficult, but it does require high reliability and some attention to detail.
