have to keep "arms-length" away from other organizations, including political
parties. In California, the official start of candidacy is the filing of
the FPPC Form 510, which is required before one can legally begin collecting or
spending any money on the campaign. An alternative is to form a
pre-campaign or exploratory committee; but there are FPPC (and, for federal
offices, FEC) forms that are supposed to be filed for those, also.
