Council – Green Party of California<BR><BR>For those choosing to run for a
seat on the County Council in a given <BR>county, here is a list of items
you should know. Items below are <BR>taken from the Elections Code for the
State of California and from <BR>the Bylaws of the Green Party of
California, and some counties – <BR>depending on size and/or bylaws
considerations – may have different <BR>electoral processes.<BR><BR>All
of which is to say, it is imperative that you check with your <BR>county
clerk and/or county elections department as well as your <BR>Green
Party county organization for details, schedules and <BR>deadlines that
may be unique to your county or county's Green Party
<BR>organization.<BR><BR>For petitions and forms to be submitted on behalf of
your candidacy, <BR>contact your county clerk and/or county elections
department.<BR><BR>CANDIDATE NOMINATION PERIOD for the June 6, 2006 Primary
Election is <BR>February 13 to March 10: Persons who want to run for any
office on <BR>the ballot, including incumbents running for re-election,
must file <BR>Candidate Nomination Documents during this time period.
Forms are <BR>obtained from and filed with the County Clerk/Elections
Department. <BR>(California Elections Code §10510, 13307,
13311).<BR><BR>GREEN PARTY BYLAWS CONCERNING COUNTY COUNCILS: The section of
the <BR>state bylaws dealing with County Councils can be found in Section
4. <BR>References to the bylaws in each item below are in
parenthesis.<BR><BR>Number of signatures on a petition to file for candidacy:
The number <BR>of sponsors (signers of petition for candidacy) to be a
candidate for <BR>County Council shall be the LESSER of 20 validated
signatures of <BR>registered Greens or signatures totaling 2 percent of
the number of <BR>registered Greens in the County Council election
district (Section <BR>4-1.11a-b).<BR><BR>Number of members on a county
council: The number of members on a <BR>County Council is determined as
follows: If the county has less than <BR>150 registered Greens, the number
of members elected to that county's County Council will be three (3). Otherwise,
the number of <BR>members of a County Council to be elected shall the
GREATER of seven <BR>(7), or the integer nearest the resulting quotient
obtained by <BR>dividing 100 times the number of registered Greens in the
county by <BR>the number of registered Greens in the state (Section
4-1.3)<BR><BR>Registration figures are taken from the the statement of voters
and <BR>their political affiliations transmitted by the county clerks to
the <BR>Secretary of State on the 135th day prior to the primary
election <BR>(Section 4-1.2).<BR><BR>Nuts and bolts:<BR><BR>-- Candidates
have to be registered Green and must reside in the <BR>county in which
they are running (Section 4-1.9b).<BR><BR>-- Counties are encouraged to hold
caucuses to choose a slate of <BR>gender-balanced candidates (Section
4-1.1a)<BR><BR>-- For any further questions regarding Green Party policies on
