The party has to pay for the printing, then the County Registrar pays for the mailing costs. The options are to provide either a party contributor envelope, or a one-page letter (of which both sides may be used), but not both. The party can either make the copies themselves, or give it to the County Registrar for them to make (for which they would charge the party). The choices before the GPLAC are whether to 1) provide a party contributor envelope or a one-page letter, then 2) figure out what the message/content/design will be and how to pay for it. The final date by which the mailer has to be in the hands of the County Registrar is March 15th. The GPLAC Co-coordinators have asked the County Registrar for an estimate for approximately 25,000 pieces of mail. It is not clear from the Elections Code whether the County would print both a letter or a contributor envelope, or just a letter. Clarification is being sought on this question as well. To pay for the mailing, loans from Greens could be sought for the upfront costs, and/or depending on how much comes in from the PayPal site, possibly some could come from there. The best chance for financial return would be if the GPLAC sends a contributor envelope, because it will increase the fundraising potential compared to a letter unaccompanied by an envelope. A fundraising envelope can still contain a printed message, as well as a URL for more information. The GPLAC may want to designate some specific fundraising needs to list, like staff, etc., in order to give potential donors a clear reason to give. Proposal: That the GPLAC decide on questions #1 and #2, and authorize the prepartion work to be completed, in order to have materials in hand in time to meet County Registrar deadlines. - - - - - - - - - - - - - - - - - - - - - - - - - - - - - - - - - - - - - - - - - - - - - - - - - - - - - - - - - - - - - - - - - - - - - - - - - - - - - - - - - - - - - - - - - - California Election Code section 13305 13305.(a) In each county, the county central committee of each qualified political party may supply to its county elections official, not less than 83 days prior to the direct primary election, a party contributor envelope or a one-page letter, in which both sides may be utilized, to be included in the mailing of the sample ballot to each of that political party's registered voters in the county. In lieu of supplying the elections official with a sufficient number of copies of the one-page letter, a county central committee may supply the elections official, not less than 83 days before the direct primary election, with the text of the letter and request the elections official to print, or cause to be printed, a sufficient number of copies of the letter to accommodate the mailing. The elections official shall notify the respective county committee of, and the committee shall reimburse the county for, any actual costs incurred by the inclusion or printing, or both. The elections official may, prior to acting pursuant to this subdivision, require the county committee to post a bond to ensure the reimbursement. (b) Each envelope or letter shall contain a space for the name and address of the contributor, and shall contain language which informs the contributor of the manner in which the money received shall be spent. The language on the envelope or letter shall not contain words critical of any other political party. (c) All funds received by the return of the party contributor envelopes or in response to the letters shall be kept separate from all other funds and shall be kept in a fund (account) to be established in each county.
