Of course it <b>sounds</b> good. It was meant to. <br>

However, it is a far cry from what we need and not even close to what
Obama said he wanted while campaigning. They compromised away the real
guts of the original bill in order to pick up needed votes of Democrats
from states that have economies based on extractive industries: coal
mining (West Virginia), petroleum, etc. <br>

Many environmental organizations that once favored the bill are now
backing away from it. <br>
