Specifically, the goals laid out in Section 2 are <o:p></o:p></pre><pre>essentially mutually exclusive. There is currently no defined "dual <o:p></o:p></pre><pre>conveyance" that will also provide for a "resilient Delta ecosystem [D. <o:p></o:p></pre><pre>2.1.1.9]." The Bay Delta Conservation Plan is, in it's current state, <o:p></o:p></pre><pre>deeply flawed. The best scientific reviews show that maintenance of the <o:p></o:p></pre><pre>Delta ecosystem requires that more water be made available, not less.<o:p></o:p></pre><pre><o:p> </o:p></pre><pre>To continue this charade is to place the real future water supply for <o:p></o:p></pre><pre>the Water District in jeopardy and will drain large sums of rate payers <o:p></o:p></pre><pre>money chasing the wrong solution.
