2.1.2 The Council shall select a secretary and a treasurer from among its members, 
or may ratify the selection of these officers made at a General County Meeting.

The Council and/or its officers will be responsible for complying with the financial reporting requirements of the Fair Political Practices Commission (FPPC).

There is no well enumerated job description for the GPSCC county council.
The county council of the GPSCC has no authority beyond a few administrative tasks.
Why be on the county council?  Ego.  Have a title.

Administrative duties of the GPSCC county council
Appoint treasurer and secretary
Submit list of delegates and alternates to GPCA plenaries
Submit results of county polling
Pick up the voter list from the ROV

None of which are time consuming.

Other than that regular members can do anything the county council members can do
And county council members can do anything regular members can do
