<DIV><FONT size=4>For Those Who May Be Interested:  Below is a copy of 
information sent to me from Sanda Everette regarding what is going to happen 
since there will be no Registrar of Voter supervised elections in 2014 for 
county central committees (GPCA county councils).  The "work around" -- at 
least this year -- is that current county council members are to be re-appointed 
for an additional two year term.  The "SGA" apparently is being used to 
process the "proposal" (it is not listed on the current draft Plenary 
agenda).  I do not know if the GPSCC has any active participants/observers 
on the "SGA"; but I have not seen anyone else post anything about this.

      legislature passed SB1272 and it was signed into</SPAN><BR><SPAN>law by 
      Governor Brown in 2012, to change state law so that 
      county</SPAN><BR><SPAN>registrars only conduct County Council elections 
      every four years -</SPAN><BR><SPAN>during presidential preference primary 
      elections - rather than every</SPAN><BR><SPAN>two years during the primary 
      elections, as has been the practice since</SPAN><BR><SPAN>the GPCA first 
      qualified for the ballot.</SPAN><BR><SPAN></SPAN><BR><SPAN>The GPCA June 
      2013 Napa General Assembly passed a budget for 
      GPCA</SPAN><BR><SPAN>FY2013-2014 that budgeted $3,000 for the conduct of 
      the 2014-2016</SPAN><BR><SPAN>County Council elections, and empowered the 
      Coordinating Committee to</SPAN><BR><SPAN>contract directly for support 
      services. But the Coordinating Committee</SPAN><BR><SPAN>ultimately found 
      that the GPCA did not have the volunteer</SPAN><BR><SPAN>infrastructure to 
      simultaneously conduct County Council elections and</SPAN><BR><SPAN>also 
      gather the new larger number of signatures-in-lieus of a 
      filing</SPAN><BR><SPAN>fee for its endorsed statewide 
      candidates.</SPAN><BR><SPAN></SPAN><BR><SPAN>Therefore to provide for 
      County Councils for the 2014-2016 County</SPAN><BR><SPAN>Council term, the 
      Coordinating Committee provides the following 
      bylaws</SPAN><BR><SPAN>interpretation.</SPAN><BR><SPAN></SPAN><BR><SPAN>Whereas 
      without any further bylaws interpretations to provide 
      for</SPAN><BR><SPAN>County Councils in 2014-2016, the GPCA will have no
