Below please find the reply I received from the Santa Clara
County Registrar of Voters on whether and how homeless people can
register to vote. Answer: In this Democratic state, they use "a
location they state they spend most of their time at." The answer
might be different if the Registrar were Republican ;-) ("I don't
want everybody to vote. ... our leverage ... goes up as the voting
