Shane -

I have say I didn't find that line confusing. The paragraph that it's from 
talks of a draft outline for the Spring GA and a continuing effort through 
2011 to develop a final plan. Perhaps "first draft" GPCA Strategic Action Plan 
might be better, but I think the general idea comes through OK.

It's time get this thing done.
