I want to thank the Committee members for allowing me to attend the meeting
to present information about the proposal.

I just wanted to add a note about the numbers. The current proposal from the
49ers requests the following contributions from the City of Santa Clara :

* $180 million in cash for construction and site improvements (including $20
million to relocate an electrical substation)

* $107 million in physical assets (15 acres of land plus relocation of a
planned parking garage.)

Santa Clara has approximately 114,000 residents, so the cash contribution
PER RESIDENT is about $1,600, and if you count the value of all the assets,
it's over $2,500 per resident.

By comparison, the per resident subsidy for the new Arizona Cardinals
stadium in Glendale, Arizona, was $38/per resident ‹ and that's based on a
total budget including land acquisition and site improvements. [The county
contributed more through an increase in rental car and hotel taxes]

The public financing for the new football stadium in Seattle was through an
extension of car rental and hotel taxes, 6 special lottery games, and a
0.17% 
sales tax, but no direct cash from the city. So a resident there would have
to spend about $1,500,000 on taxable purchases in the city to match the
Santa Clara per resident contribution.

Even Texas, the public funding (a voter-approved $325 million) for the new
Dallas Cowboys stadium is coming from an 0.5% increase in sales tax and
increases to hotel and rental car taxes. So a resident there would have to
spend about $500,000 on taxable purchases in the city to match the Santa
Clara per resident contribution.

And, finally, the new stadium for the New England Patriots was paid for
entirely by the team owner. [State taxpayers did finance about $75 million
in infrastructure improvements, but the team is responsible for paying back
that debt.] And they¹ve managed to win the Superbowl in 3 of the last 6
years.

I hope this information provides a sense of scale for the current 49ers
proposal.
