COMPREHENSIVE OPERATIONS ANALYSIS (COA)PUBLIC MEETINGS

What is a Comprehensive Operations Analysis (COA)?  

The COA is an effort to analyze VTA’s existing transit
services, identify underserved markets and ultimately
restructure and improve VTA’s bus transit services
based on the findings of the COA. Phase One of a new
Service Operating Plan is scheduled to be implemented
in January 2008. 

Why is VTA undertaking a COA? 

VTA’s existing bus service structure has been in 
place since the 1980’s. Although the system has gone
through significant expansions and  reductions in
recent years, there has not been a comprehensive
effort to analyze overall system performance and
better understand the market conditions for transit in
Santa Clara County. The COA recommendations will
therefore address  system inefficiencies and identify
market opportunities for improvements in transit
service.  

The goal of the service adjustments is enhanced
service efficiencies and customer convenience
resulting in increased ridership. 

How will the COA effect VTA riders? 

Most VTA bus routes will be effected. For the 
majority of VTA bus riders, the changes will result in
more frequent and faster service, particularly during
off-peak hours and weekends.  

When the new Service Operating Plan is implemented,
bus service will be enhanced on lines with the
potential for increased ridership, while service on
under-performing lines with poor ridership will be
candidates for consolidation into other lines or
deletion.  

Despite the many changes, the overall level of bus
service systemwide provided by VTA will remain the
same. The changes are being proposed to increase
ridership and the agency’s farebox recovery ratio.

ADA and language accommodations: To receive an

route changes. If a line is not listed here, no
routing changes are proposed. 

Line 10 - The routing would be modified to operate on
Coleman and Airport Boulevard. It would no longer
serve De La Cruz or the employee parking lots at the
airport.   

Line 11 - This new line would operate from the new 
San Jose Market Center on Coleman to 17th & Hedding
via Coleman, Market, Santa Clara Street, 6th/7th,
Empire and 13th/17th to Hedding.   

Line 13 - The routing would be modified to operate  on
McAbee and Camden instead of Almaden Expressway.  

Lines 14, 15, 17, 18 and 19 will undergo significant
restructuring in July 2007 as a part of the Community
Bus Shuttle Program. Public outreach meetings were
conducted earlier this year to develop these changes.

Line 22 - Service to Menlo Park would be discontinued
– all buses would start and end at the Palo Alto 
Transit Center. 

Line 23 - The routing would be modified to operate 
from De Anza College to the Alum Rock Transit Center
via Stevens Creek/San Carlos, 1st/2nd, Santa Clara
Street and Alum Rock. Service between downtown San
Jose and Alum Rock & King would be coordinated with
Line 22. The segment between De Anza College and
Foothill College would be discontinued. Service
between Foothill College and the San Antonio Transit
Center would be replaced by a modified Line 52.  

Line 25 - Service to East Hills and Meadow would be
discontinued - all buses would remain on Story, White
and Alum Rock. More frequent service would  be
provided between the Alum Rock Transit Center and
Valley Medical Center seven days a week. 

Line 26 - Extra service would be provided between 
Eastridge and the Curtner LRT Station all day on 
weekdays. The weekday service to Wolfe & Arques  and
the weekend service to downtown Sunnyvale would be
discontinued. 

Line 27 - The routing would be modified to terminate 
at Good Samaritan Hospital. This line would no longer 
serve downtown Los Gatos, Monte Sereno, Saratoga or 
West Valley College.  

Line 31 - The routing would be modified to operate 
between Eastridge and Evergreen Valley College. It 
would no longer serve The Villages or Capitol Avenue 
and Capitol Expressway towards McKee.  

Line 32 - Between Middlefield & Ellis and the 
Sunnyvale Transit Center, this line would operate via 
Middlefield, Central Expressway and Mathilda. Between
Monroe & Bowers and the Santa Clara Transit Center,
the route would remain on Monroe to El Camino, then
head straight to the Santa Clara Transit Center. 

Line 33 - This line would only operate between Great 
Mall and McCarthy Ranch using the current routing. 
Service along Zanker and to 1st & Tasman would be 
discontinued. 

Line 34 - This line would only operate between the 
San Antonio Transit Center and downtown Mountain View.
Service along Sylvan and Grant to El Camino Hospital
would be discontinued.   

Line 35 - The line would operate between the Palo Alto
Transit Center and downtown Mountain View. Service to
Stanford Shopping Center and the loop on Middlefield,
Whisman and Ellis in Mountain View would be
discontinued. 

Line 42 - This new line would incorporate the former 
Line 72 routing between Monterey & Senter and the 
Santa Teresa LRT Station including the East Branham 
and Ford/Silverleaf areas. 

Line 43 - This new line would only operate between 
Eastridge and the Alum Rock Transit Center via Capitol
Expressway during weekday evenings, Saturday evenings
and Sundays when Line 522 is not operating.  

Line 45 - This new line would operate the former Line
64 routing between the Alum Rock Transit Center and
the Penitencia Creek Transit Center.   

Line 47 - The routing would be modified near Milpitas 
High School so that it operates a loop on Arizona 
instead of Milpitas Blvd. 

Line 51 - The routing would be modified to operate 
between Akron & McCord in Moffett Field to El Camino 
Hospital, with selected trip extensions to Truman & 
Bryant for school start and dismissal times. The
routing between El Camino Hospital and Vallco Fashion
Park would be discontinued, as well as weekday peak
hour service to Parsons & Allen at NASA/Ames. 

Line 52 - The routing would be modified to operate on
Castro, California, through the San Antonio Transit 
Center on Showers, San Antonio and El Monte to 
Foothill College. Service along El Camino, as well as 
 El Monte between El Camino and Foothill Expressway, 
would be discontinued. On Sundays, the route would 
operate between downtown Mountain View and downtown
Los Altos.    

Line 53 - The peak hour routing between De Anza 
College and Westgate would be discontinued. 

Line 54 - The routing would be modified to operate 
between De Anza College and the Lockheed Martin 
Transit Center. The segment south of De Anza College  
to West Valley College would be discontinued. Service 
through Garner, Bradford and Persian to Fair Oaks & 
Tasman, as well as weekday peak hour service on Java, 
would be discontinued.    

Line 55 - More frequent weekday peak hour service 
would be provided between Great America and Fremont &
Sunnyvale-Saratoga. Service would no longer be
provided to Sandia, Fairwood and Palamos on selected
trips.  

Line 57 - Trips would alternate between Saratoga 
Avenue and Quito/Allendale between Westgate and  West
Valley College to replace Line 58.   

Line 60 - All trips would terminate at the Winchester
Transit Center and no longer operate to Winchester &
Knowles. More frequent service  would be provided
between Winchester Transit Center and the Santa Clara
Transit Center all day on weekdays. 

Lines 61 & 62 - Both of these lines would operate 
between Good Samaritan Hospital and Sierra & Piedmont,
sharing the same routing between Bascom & Union and
Civic Center. 

Line 61  would operate on Bascom, Naglee, 1st,
Hedding,  4th, Taylor, Mabury, Capitol (serving the 
Penitencia Creek Transit Center), Berryessa and
Piedmont to Sierra. Much of the routing east of Civic
Center replaces former Line 36 and Line 59 service. 

Line 62 would operate on Union, Bascom, Naglee, 1st,
Hedding, Berryessa, Capitol and Sierra to Piedmont.
Service would no longer be provided on Coleman or on
Hedding between  Coleman and 1st. 

Line 63 - The routing would be modified to operate  on
Meridian and Coleman to the Almaden LRT Station.
Service would no longer be provided to Almaden &
Camden or to Almaden & Via Valiente.   

Line 64 - The routing would be modified to operate
between Almaden LRT Station and McKee & White. The
route would remain the same between Almaden and the
San Jose Diridon Station, at which point it would
operate on Cahill, San Fernando and the former 

Line 81 routing through downtown San Jose out to
McKee. Buses would turn around via McKee, Francis,
Patt and  White instead of making a large one-way loop
as  Line 81 does today. More frequent weekday and 
Saturday service would be provided between McKee &
White and the San Jose Diridon Station. 

Line 65 - The routing would be modified to operate
between the Fruitdale LRT Station and Camden &
Branham.  

Line 66 - The routing would be modified south of 
Monterey & Senter to operate the former Line 68 
routing on Monterey, Cottle and Santa Teresa to Santa
Teresa Hospital. More frequent weekday midday service
would be provided between Milpitas and downtown San
Jose.  

Line 68 - The routing would be modified between the
Santa Teresa LRT Station and Monterey & Senter to
operate the former Line 66 routing on Santa Teresa,
Snell and Skyway. More frequent weekday peak hour
service will be provided between the San Jose Diridon
Station  and the Santa Teresa LRT Station. Please

Line 70 - The routing would remain on Adrian in both
directions between Alfred and Ocala. 

Line 72 - The line would remain the same between
downtown San Jose and Monterey & Senter, and buses
would turn around at Monterey & Branham. Former Line
72 routing south of  Monterey & Senter would be
provided by the new Line 42. 

Line 77 - Weekday peak hour service between the Great
Mall and Milpitas & Calaveras would be discontinued.  

Line 81 - The routing would be modified to operate
between Vallco Fashion Park and San Jose State
University (7th & Santa Clara).  Between Park &
Meridian and downtown San Jose the route would operate
on Meridian, San Carlos, Almaden Blvd, San Fernando
and turn  around via 6th, Santa Clara and 7th. Service
 would no longer be provided on Park between Meridian
and Almaden Blvd. Former Line 81 service from downtown
San Jose to McKee & White would be incorporated into
Line 64. 

Line 82 - The routing would be modified to operate
between Westgate and the Bassett Terminal in downtown
San Jose. Service along 7th Street would be
discontinued, and some of the former Line 82 service
north of downtown San Jose would be provided by Line
11.     

Line 88 - The routing would be modified to operate
between the California Avenue Caltrain Station and the
San Antonio Transit Center via California, Hanover,
Miranda (serving the  Veteran’s Hospital), Arastradero
and El Camino. Service on Charleston, Louis,
Embarcadero, Channing and Lytton to the Palo Alto
Transit Center would be discontinued, as well as
weekday peak hour service to Hillview & Arastradero. 

Express Line 103 - The service to Fruitdale & 
Southwest Expressway would be discontinued, and a stop
would be added at Vallco Fashion Park to replace 
Express 101 service.  

Express Line 120 - The routing would be modified to 
operate on Stevenson, Hwys. 880 and 237, Great
America,  Tasman, Lawrence, Caribbean, Crossman, Java
and  Mathilda to the Lockheed Martin Transit Center. 

Express Line 121 - Selected a.m. and p.m. trips would 
bypass Great America and remain on Hwy. 101.   

Express Line 168 - This new express route would 
operate between Gilroy, San Martin and Morgan Hill  to
downtown San Jose. The route would operate on 
Monterey between Gilroy and Morgan Hill, then on Hwys.
101, 85 and 87 to San Carlos, 1st/2nd, and Santa Clara
Street to the San Jose Diridon Station. 

Express Line 180 - During weekday peak hours, the 
route would only operate between Fremont BART  and
Great Mall. During weekday midday hours and weekends,
this line would operate the full route from Fremont
BART to the Diridon Station. Buses would no longer
stop along Mission Blvd. or at 1st & Younger. 

Express Line 181 - This new line would operate during
weekday peak hours only between Fremont BART and the
San Jose Diridon Station. The route would operate via
Stevenson, Hwy. 880, 1st & 2nd  Streets, and San
Fernando to San Jose Diridon Station.  

Limited Stop 304 - The routing would be modified to
operate between downtown San Jose and the Sunnyvale
Transit Center. From downtown San Jose, the route
would operate on 1st/2nd, Market, Coleman, De La Cruz,
Central Expressway, Scott, Arques, Central Expressway
to Mathilda and the Sunnyvale Transit Center. This
line would no longer continue to Mountain View.
