I have a few comments:

Sections 9.1 and 9.4 have the same title.
I suggest changing 9.1 to read
 9.1 qualifying a RR Election Meeting

The first sentence in section 9.1 qualifies the terms, not the elections.
I suggest removing the word terms.
And, if desired, inserting as defined after Election Meeting

Section 9.9 has a singular vs plural conflict where it staes
a new county parties
