While we understand the difficulties of coming to agreement with a 
Republican caucus that is hell bent on bringing about the demise of 
government as we know it, this deal piles on more dysfunction on a 
system that is already struggling with the tyranny of minority and other 
poor governing processes. And since none of these measures address the 
structural revenue gap, the editorial board does not see the sense in 
adding another layer to an already suffocating fiscal straitjacket.

Moving from the special election to elections for party officers, the 
California Democratic Party convention is coming up on the weekend of
