Among the list of the bills that the Guv was shamed into signing (as 
opposed to sitting on them while he pouted about the water issue) was AB 
466 sponsored by Joe Coto (San Jose).  As as result, the 7 member water 
district board will now have all of the members chosen by election 
instead of their being 2 at large members appointed by the Board of 
Supervisors.

According to the Morgan Hill Times this AM, there will need to be new 
boundaries for the district.  A 5 member board was considered with 
boundaries to match the supervisor districts, but that was apparently 
too simple.  So, there will be an election for 4 new water district 
directors in November 2010.

So, there are more openings for Greens to run without having to 
challenge a sitting director.  Sig Sanchez, currently one of the 
appointed directors, plans to retire in January.  We should closely 
watch what he does, as that would give the Board of Supervisors the 
opportunity to appoint a political crony and trying to guarantee the a 
continuance of the status quo.

Among other political maneuvering to look for are for current director 
Rosemary Kamei to run for the Board of Supervisors and for Don Gage, 
current but being termed out.Supervisor,  to run for Water District 
Board.  Cozy, no? 

Sidebar: I doubt that Kamei has any chance of winning the supervisor's 
seat.

The newly adopted water plank of the GPCA platform, with it's emphasis 
on water management policy, gives this issue a real focus at the present 
time. That plank should be a key guide for anyone who wants to run for 
this seat.
