Dear Mrs. Yacoub,
 
Thank you for contacting me regarding H.R. 2584, the Department of the Interior, Environment, and Related Agencies Appropriations Act of 2012.  I appreciate hearing from you and I welcome your views on this important issue.
 
I completely oppose H.R. 2584.  It is, in my view, the single most egregious assault on clean air and water in our nation's history. This bill would cripple the budgets of several important federal agencies, such as the Environmental Protection Agency (EPA).  According to the Administration, H.R. 2584 would render the EPA fundamentally unable to implement its core mission: "to protect human health and the environment." 
 
This bill also tacks on back-door changes that will erode 40 years of federal laws to protect clean air, water, land, and wildlife. Here are a few examples of what this bill currently includes: 
 
o Blocks the federal government and states from improving fuel efficiency standards for new vehicles, which would save consumers' money and reduce our dangerous dependence on foreign oil. 
 
o Repeals clean energy initiatives such as the new, industry-supported energy efficiency standards for light bulbs.
 
o Blocks EPA from regulating mercury and other hazardous air pollutants emitted from cement plants.
 
o Cuts funding for renewable energy and promising clean energy technologies programs.
 
o Exempts oil companies from complying with Clean Air Act standards for offshore drilling operations. 
 
o Requires oil and gas leasing off the East and West Coasts.
 
o Prevents EPA from protecting communities' clean water supplies by blocking better management for polluted storm water runoff. 
 
o Slashes the Land and Water Conservation Fund by 79 percent from current levels.  The funding cut would make it impossible to preserve and protect our National Parks and treasured natural resources for future generations.
 
o Eliminates protection for more than 1 million acres of land around the Grand Canyon, leaving it open to toxic uranium mining. 
 
o Threatens wildlife by defunding critical pieces of the Endangered Species Act (ESA) and eliminating ESA protections for gray wolves (a.k.a. "the Extinction Rider").
 
o Slashes $20 million apiece from the National Endowment for the Arts and the National Endowment for the Humanities.
 
This legislation represents a new low.  Not only will it erode the fundamental laws that we and our children depend on for clean air and water, it repeals energy efficiency standards that will save consumers money at a time when our country needs to count every penny.  This bill will do nothing to fulfill our nation's capability and promise to the next generations - to create domestic jobs in clean energy innovation and manufacturing so we can continue to be a global leader.  Rest assured, I will do everything I can to see that this legislation fails.
