As a bicyclist who was once active in the SVBC,
(Silicon Valley Bicycle Coalition), I once heard
of a form called "Notice of Dangerous Condition".
The idea was that if you noticed a hazardous
situation that could cause an accident, you would
fill out the form, send it to the appropriate
city / county department, and then they would be
liable for any accident that happened if they
did not fix it within a certain period.

Note that filing that form was important, because
if an accident occurred without them getting the form,
they could claim they did not know.  But once you
can prove that they knew ...

I remember one bicyclist who was skeptical that
filing the form would make a difference, but he
tried it and the problem was fixed within 24 hours.
And that was in San Jose!!!


Maybe someone could come up with a similar form
for the Climate Change issue.
