The bylaws not only say that the county council shall elect
a treasurer and a secretary from their members but also

may ratify the selection of these officers made at a General County Meeting.

which is to say those officers may be selected at a General Meeting
and ratified by the county council.

The bylaws do not specify who makes the selection.

However, that has been interpreted as the attendees at said general meeting
make the selection.

In the case of the person currently functioning as Treasurer
the county Council appointed him and at the next general meeting
the appointment was approved.

The semi annual preparation of the FPPC filings takes me 2 to 4 hours
each time.  The only costs are for postage which average $17 each time.

 From the bylaws:

2.1.2 The Council shall select a secretary and a treasurer from among 
its members,
or may ratify the selection of these officers made at a General County 
Meeting.
