Hello, All:


       Below please find the reply I received from the Santa Clara 
County Registrar of Voters on whether and how homeless people can 
register to vote.  Answer:  In this Democratic state, they use "a 
location they state they spend most of their time at."  The answer might 
be different if the Registrar were Republican ;-)  ("I don't want 
everybody to vote. ... our leverage ... goes up as the voting populace

p.s.  Precinct 1370 is a triangle bounded by I-880, US 101 and Old 
Bayshore Road, per another email I received from the ROV.

My co-worker should be replying to your email, in regards to Maps.

Yes, homeless people can vote. They register by using a location they 
state they spend most of their time at. Using the intersection to 
determine the precinct.

       1.  How can I find a precinct map?  Someone asked about the 
location precinct 1370, the blue patch on

Unfortunately, the detail on this map is not adequate to allow us to 
find it relative to any known landmarks.


       2.  Can homeless people vote?  If yes, how do are they assigned 
to a precinct without without a "permanent" street address?

There is a river behind the ROV office, and a lot of homeless live along

there. Not hard to see

evidence of campsites as you ride by on your bike.
