Ok, I see what I said was not clear.

If you are just turning in a vote by mail ballot,
yes, you can take that to any polling place, or
to the ROV office.  And you have to sign it.

And if someone is delivering a vote by mail ballot
for someone else to a polling place, then it needs
three signatures.  For example, if I were delivering
Dana's ballot to the polling place, she would need
to sign it twice, and I would have to sign it once.

But if you want to CHANGE your ballot, you need to
take it to your own polling place or to the ROV.

But I would not want to go to the ROV, it's probably
very busy.
