Coastal Commission Hearing yesterday in Half Moon Bay, life just doesn't
get much seedier in politics. Cal Am hosted two busses. Their clientele
were issued matching sky blue shirts with yellow lettering "Vote Yes!" and
little signs that said the same thing that the bus people could wave around
on popsicle sticks.

They announced the public hearing by saying that the elected would lead the
way and... they called Supervisor Potter and each of the names of the male
Mayors Burnett (who waved around a guest commentary by Mayor Delgado in the
Herald), Rubio, and Kampe. I was in the audience as a female-elected but
since I do not support the slant wells without proper environmental review
as required by CEQA, I was not called until the last before lunch, the
order in which my request to speak had been submitted.

Paul Bruno, the former President of the Monterey County Republican Central
Committee who was recently fined over $50,000 by the Fair Political
Practices Commission for illegal financial reporting, spent his two minutes
slamming Marina and finished suggesting that adult supervision would be
needed. Marina Resident Jay Fagan mentioned that all Marina Electeds are
crazy. He didn't vote for them but in his opinion, there are just too many
attorneys on the Marina City Council and he was able to count them all on
one hand.

Marina's City Manager, Marina Coast Water District General Manager, and the
attorneys for both organizations spoke intelligently, rationally and
reasonably. George Riley of Public Water Now also did an excellent job.
Former Monterey County Supervisor Del Piero, LAFCO boardmember Darrington,
and the Ag Land Trust attorney also made excellent comments. Marina
Planning Commissioner Margaret Davis spoke about her concern for the
aquifers. Monterey Peninsula College Trustee Copperknoll mentioned that she
too is elected and her viewpoint represented residents of Marina. All of
these people spoke about their concerns for the lack of environmental
review that has no measure of long term impacts or discussion about other
subsurface intake technology other than a production sized slant well that
does not currently successfully exist any place in the world.

I mentioned being elected and not having Board approval would speak as a
resident. I said the Board had not approved my participation in the hearing
and I was certain that the City Councils of each of the Mayors had not
approved their participation at the Coastal Commission hearing. I stated
that I knew for certain Mayor Delgado did not have his Council's approval
to write that guest commentary that did not support his Council's decision
but declared his own opinion and that he represents Marina.

Green Party Mayor Delgado had voted with one other councilmember to approve
the Coastal Development Permit for the experimental Slant Well intake for
Cal Am. Although the Water District had clearly stated their concerns for
the aquifer and future of the Water District, Green Party Mayor Delgado
voted to approve it, said he was doing it for the good of the Water
District, and then wrote a commentary supporting his view for the Herald.

After repeatedly asking public to keep their comments short so that the
Commissioners could go to their field trip scheduled at 2 pm, the
commission moved for approval of the appeal and unanimously approved to
over ride the Marina decision to follow CEQA law. There will be no further
environmental review and construction is expected to begin on the
experimental slant wells on Monday. It will be another first for Marina.
