I'd say that asking the complicit US Congress to impeach is  misguided, SO 
THAT makes referrals
to the ICC in The Hague all the more urgent. I also like the  "5150  
citizens' arrest"  approach, where
announcements would be made that the White House has been surrounded by  a 
nonviolently activist
citizenry, duly deputized in the name of innocent Iraqis  where the UN 
Declaration of Human Rights is being violated  systematically, continuously, and 
with great malice aforethought.
