I would like the following comments given to the Board for the meeting 
on 1/27.
 
I have been reviewing the agenda packet for the meeting on 1/27/2011.  I 
want to address the material being presented for Agenda Item    Work 
Study Session on Imported Water Management.
 
The material presented here is wonderful example of cogni dissonance 
in public policy.  Specifically, the goals laid out in Section 2 are 
essentially mutually exclusive.   There is currently no defined "dual 
conveyance" that will also provide for a "resilient Delta ecosystem [D.  
2.1.1.9]."  The Bay Delta Conservation Plan is, in it's current state, 
deeply flawed.  The best scientific reviews show that maintenance of the 
Delta ecosystem requires that more water be made available, not less.
 
To continue this charade is to place the real future water supply for 
the Water District in jeopardy and will drain large sums of rate payers 
money chasing the wrong solution.  The Board needs to align it's goals 
with physical, as opposed to political, reality before endorsing the 
dual conveyance (East Canal plus Tunnel) option.
