I have used blogger for years.... and before that I used Movable Type.

You can access blogger by going to www.blogger.com and that will give 
you a choice of logging in or setting up a new blog.

If you want to do it right, it is time consuming, since readership 
varies directly with the rate at which you blog something interesting.
